How this tool works
Enter whether the buyer is registered or required to register for VAT. For each supplier, enter its type, the individual supply amount, purchases in the previous 12 months, expected purchases in the next 12 months and the last verification date. Amounts exclude VAT. Add address and key-staff changes, disproportionate-transaction indicators and relevant payment details.
Select “Check supplier measures”. The result identifies applicable identity, business-location, risk, bank/reputation, transaction, payment and evidence-retention measures. Where payment goes to an account outside the supplier’s country of incorporation, or a third party is involved in making or receiving payment, the result includes a payment-explanation template for the commercial explanation and supporting evidence. If those payment facts are unknown, the result asks about them instead of assuming an explanation is required. A risk flag does not establish fraud.
The tool returns an out-of-scope notice only where the buyer states that both VAT registration and mandatory VAT registration are “No”; if either is “Yes” or left as “Not sure”, it shows the applicable verification checklist. It checks the small-value exception when an individual supply amount is supplied; otherwise it shows the full checklist. Review dates are reminders for recurrent dealings, not proof of compliance. Decision 13/2026, arts. 1–6.
For a policy draft, enter the company name and identify the people assigned to implementation, review and supervision. The generator requires all three functions to be covered; use duty labels containing “implementation”, “review” and “supervision”. If the records location or a person’s powers are missing, the draft opens with an “Incomplete draft: missing …” notice; complete them before adopting the policy. Select “Generate policy”. For a supplier file, select the supplier’s position and “Generate supplier file”. Preview and download Markdown or printable HTML, or print the document. Complete the evidence and adopt the policy internally before use. No identity documents, bank confirmations or verification evidence are generated.

Questions, answered.
When did this supplier-verification rule take effect?
On 1 October 2026, for persons registered or required to register for VAT. It sets supplier and supply verification measures before input tax deduction. Decision 13/2026, arts. 1, 2 and 7.
Must I meet every supplier?
For a natural-person supplier, obtain a copy of valid ID (such as Emirates ID or passport) and meet them in person or virtually before the supply. For a legal person, verify valid incorporation details matching its name, address and employees, and obtain a copy of valid ID for its authorised representative. Decision 13/2026, art. 3(1).
When are bank confirmation and reputation checks needed?
When purchases from that supplier exceed AED 375,000 in the previous 12 months OR are expected to exceed that amount in the next 12 months. Do not add the two windows together. The confirmation must be unqualified, written and from an authorised UAE bank. Decision 13/2026, art. 3(4).
Is a purchase below AED 10,000 exempt?
The optional exception concerns an individual supply below AED 10,000 excluding VAT, unless purchases from that supplier exceed AED 100,000 in the previous 12 months OR are expected to exceed it in the next 12 months. Reassess for each supply. Decision 13/2026, art. 6.
What does the written policy need, and when do checks repeat?
Identify the persons in charge of implementing, reviewing and supervising the procedures, state their powers and responsibilities, and retain the policy at the designated records location. Verify each supply under article 4, and on recurrent dealings re-verify the supplier under article 3 if not verified in the preceding 12 months. The template’s annual policy-review date is an internal control, not a separate statutory deadline. Decision 13/2026, art. 5(1)–(4).
